You know, I've never done a forced cold stratification myself, but I say TRUST your instincts and your own Knowing. This is how we learn! You can't go wrong. Truly. And, you can always post a question here and ask our fellow homegrown peeps!

I love, love, love echinacea! How exciting you will be growing her in your own garden this year. Growing herbs from seed is truly rewarding and empowering. Good for you!
This beauty needs cold-stratification. Follow what the "Mother" does (mother nature). Put her seeds down in fall and allow them to be brrrr chilly all winter and warm up with the spring. If it is still rather cold in your area, sow the seeds now. If you want to sow indoors, check out this link for a little helpful hint. You will need to 'mock' the outdoor cold process.
