Looks like you have Cedar-quince rust (just like my small hawthorn).  I went out to look at my sapling and about cut it down but might give it another year or two based on the following reading.  One of the only rust galls that produce spores for more  than one year.  We will probably need to prune the bad branches and leaves for 4 years to control until it exhausts itself.  Reading material here.. http://urbanext.illinois.edu/focus/cedarquincerust.cfm
