Corn issues

Hi,
 We have a small amount of sweet corn planted in the garden. While it seems to be growing well, the stalks are pretty thin and the corn just is not forming ears. It does have grain at the tops of the plants just no ears. It seems that I just can not grow corn. Any folks have any idea what may be wrong?
